In addition to the foregoing powers and subject to any limitations herein contained
the [coliseum] authority shall have all the powers of municipalities under the provisions
of the Revenue Bond Law of Georgia (O.C.G.A. § 36-82-60 et seq.), including, but not
limited to, the authority to expend from any funds available or to obligate itself
to expend such sums as may be necessary for the survey, study, financing, construction,
and completion of any such project.
